Dear NAPO and MassCOP Members,

The House is voting tomorrow on H.R. 4639; the Fourth Amendment is Not For Sale Act, which would prohibit law enforcement from purchasing already publicly available information from a third-party provider. Specifically, it:

  • prohibits law enforcement agencies and intelligence agencies from obtaining the records or information from a third party in exchange for anything of value (e.g., purchasing them);
  • prohibits other government agencies from sharing the records or information with law enforcement agencies and intelligence agencies; and
  • prohibits the use of such records or information in any trial, hearing, or proceeding.

This bill would restrict law enforcement access to this data by imposing a warrant requirement.  NAPO has been fighting against this bill with our partners in the national law enforcement community to no avail.  Misinformation about this bill and how law enforcement uses this data is abundant.

We ask you to please help amplify our voice and reach out to your Congressional Representative(s) either by phone or email TODAY to let them know you oppose the bill.  Below is a sample email and attached is a list of all Congressional offices with phone numbers and emails of the staff to contact.  Even just a call to the main office and tell the receptionist your opposition to the bill will help our cause.
